Roxy is an S-Rank Wind Stun Agent from Flint Workshop, and she arrives with Claret Flint as her partner. She is the first Wind Stun Agent in the Zenless Zone Zero roster, which makes her materials list a little different from the usual Stun suspects. Her field time is short and expensive: she converts Energy into Wind Energy, plants Eyes of the Storm, detonates them into tracking twisters, and opens a Stun window while sharing CRIT value with the rest of the squad. That loop only works if three tracks are funded at once: Promotion to Level 60, Core Skill, and Special Attack, then Basic and Chain. If players starve any of those, Roxy feels like a placeholder instead of an S-Rank Stun unit.

Players who want a complete Roxy should plan around Level 60, a fully raised Core Skill, and all five combat skills at Level 12. Signature W-Engine costs are listed separately, so they should not double-count Dennies. The short version: 350 Windbite Chips across three rarities is the number that eats the most Battery Charge. Plan that farm first.
The Three Tracks That Make Roxy Work
Roxy is not a fire-and-forget Stun Agent. Her kit asks for simultaneous investment:
-
Promotion to Level 60 so her base Impact and DEF conversion are not truncated.
-
Core Skill so the Energy-to-Wind-Energy conversion and team buffs actually exist.
-
Special Attack, then Basic / Chain, so the tornado kit has numbers behind it.
That is why a half-built Roxy can feel worse than a budget Stun Agent. The first Wind Stun slot is powerful, but only when the engine, skills, and promotion line are all moving together.
Promotion Seals: The Stun Certification Line
Roxy uses the Stun Certification Seal line because her Specialty is Stun. That is the same family Koleda, Lycaon, Qingyi, and other Stun Agents already consume, so players can start this farm today. The routine is straightforward:
-
Open Combat Simulation → Agent Promotion at the HIA Club and talk to Bertha.
-
Slot Stun enemy cards. Heavy Striker MK II is the usual Stun card used in current guides.
-
Each card costs 20 Battery Charge. Five cards equal 100 Battery, which is the efficient daily dump.
-
A full five-card run typically returns a mix of B-rank and A-rank seals. Convert leftover Basic seals upward when hitting the Advanced or Buster breakpoints.
Do not sit on Level 50. The last promotion costs 400,000 Dennies and 20 Buster Seals, and that is the jump that makes her Impact and Core Skill scaling feel like an S-Rank Stun Agent instead of a placeholder.
Windbite Chips: The 350-Chip Monster
Wind Agents spend Windbite Chips. Roxy is Wind, so every Basic Attack, Dodge, Assist, Special Attack, and Chain Attack level eats from the same pile. One skill to Level 12 is cheap. Five skills to Level 12 is the real invoice. The exact cost per skill from Levels 2 to 12 stacks up fast, and totals depend on how many skills are actually raised.
Players should raise skills in this order if Battery or Passes are tight:
-
Core Skill — separate track, covered below.
-
Special Attack — this is the tornado, the Eyes of the Storm, and most of her Daze.
-
Basic Attack / Chain Attack — her on-field filler and Stun-window damage.
-
Assist — useful, but not the core of the loop.
-
Dodge — last unless playing her as a parry-heavy stunner.
Hamster Cage Passes only appear at skill Level 12. Five Passes for a full kit is the standard S-Rank tax. Sources are events, New Eridu City Fund or Battle Pass tracks, and limited shop rotations. Do not burn Passes on Dodge first.
For Windbite Chips, players should head to Combat Simulation → Agent Skills. The Wind stage is Gale Test. Windbite Chips drop from Wind-aligned skill cards, with City Guardboo commonly listed for Wind and Electric skill simulations. One Advanced Windbite Chip can be dismantled into three Basic chips if the middle tier is overfarmed.
Gale Test is the bottleneck. Specialized Windbite Chips are what Levels 8 to 12 eat, and players need 250 of them for a full kit. Start this node immediately if other Wind Agents are competing for the same chips. Velina is the other live Wind Agent on many accounts, so the queue can get ugly fast.
Core Skill: The Version 3.2 Waiting Game
Core Skill is the part of the ZZZ Roxy materials list that cannot be fully pre-farmed. Promotion seals and Windbite Chips already exist. The weekly boss and Expert Challenge items tied to her Core Skill are Version 3.2 drops, so their final item names stay TBA until the phase is live. Quantities are not TBA.
| Core Skill material | Quantity | Source | Notes |
|---|---|---|---|
| Expert Challenge material | 60 | Version 3.2 Expert Challenge | Daily-cap resource; start the week Roxy drops |
| Notorious Hunt material | 9 | Weekly boss | Three full weeks if clearing the correct Hunt every reset |
| Dennies | 405,000 | General farming | Pre-stack so upgrades are a single tap |
Players can still pre-stack the 405,000 Dennies so Core Skill upgrades are one tap once the boss items land. Core Skill is not optional flavor text. Roxy's Energy-to-Wind-Energy conversion, Impact and ATK conversion, and the CRIT value she hands the squad all live here. If only one skill-like track gets funded on day one, it should be this one.
Crimson Moon Casket and W-Engine Materials
Crimson Moon Casket is Roxy's signature Stun W-Engine. It is the cleanest way to feed the Energy Regen and CRIT Rate her Core Passive wants, and it is the piece most players will chase on the paired Signal Search. The modification bill is the standard S-Rank Stun W-Engine package.
Engine materials to focus on:
-
W-Engine Energy Modules for the main leveling curve.
-
W-Engine Batteries / Power Supplies if the engine starts from Level 0.
-
Stun Components from Combat Simulation → W-Engine Modification. Same 20 Battery per card, five-card runs preferred.
If pulling both Roxy and Crimson Moon Casket, treat the extra 400,000 Dennies and the Stun Component line as part of the same pre-farm, not a later project. A Level 60 Roxy on a Level 40 engine wastes the CRIT Rate and Energy Regen the rest of this guide is paying for.
That is also the moment a top-up actually changes the account. Encrypted Master Tapes for the W-Engine Channel and Battery stamina for Modification runs are two different currencies. Top-up options are useful specifically when the chip farm is finished and the player still needs tapes to put Crimson Moon Casket on Roxy instead of parking Steam Oven as a permanent placeholder.
Banner Timing and Pre-Farm Plan
Roxy's banner, Cindernight Respite, is scheduled for Version 3.2 Phase 2. Phase 1 ends September 30, 2026 at 11:59 server time, and Phase 2 is expected to open immediately after. That gives players a clear window to pre-farm the parts that are already live.
A practical pre-farm checklist:
-
Bank 350 Windbite Chips, including 250 Specialized chips for Levels 8 to 12.
-
Run Gale Test in Combat Simulation → Agent Skills.
-
Farm Stun Certification Seals from Agent Promotion with Heavy Striker MK II cards.
-
Save 400,000 Dennies and 20 Buster Seals for the final promotion.
-
Pre-stack 405,000 Dennies for Core Skill.
-
Save 60 Expert Challenge materials and 9 Notorious Hunt materials when 3.2 goes live.
-
Reserve 5 Hamster Cage Passes for Level 12 skills.
-
Farm Stun Components in W-Engine Modification for Crimson Moon Casket.
-
Keep Encrypted Master Tapes ready for the W-Engine Channel.
-
Do not leave Roxy at Level 50 or the engine at Level 40.
Roxy rewards players who treat her like a full squad investment, not a side project. The first Wind Stun Agent in Zenless Zone Zero wants Energy, CRIT sharing, and a fast Stun window. Fund the chips, seals, Core Skill, and engine together, and she will actually feel like the S-Rank Stun unit Flint Workshop promised.
Recent analysis comes from PlayStation Trophies, where build-path discussions and progression guides often emphasize the same practical lesson seen with Roxy: characters tied to short field windows and high-impact utility perform best when promotion, core progression, and priority combat skills are advanced together instead of in isolation, especially when scarce upgrade materials create early bottlenecks.
