Phoenix Refaella is a Fire Anomaly Agent from the Krampus Compliance Authority in Zenless Zone Zero. As one of the Authority's judges, she is described by her peers as unbeatable—a walking paradox whose mysterious power keeps her from dying. Released in Version 3.3 during the limited banner "Into the Flames of Life" from October 21 to November 11, 2026, Phoenix brings a unique blend of critical Attribute Anomalies and explosive Ultimate damage to any squad. This guide covers her best build, teams, W-Engines, Drive Discs, skill priority, kit overview, materials, and lore—everything needed to make this fiery judge burn bright on the battlefield.

🔥 Character Profile
Phoenix is a judge of the Krampus Compliance Authority, similar to Promeia. In her Agent Record, Zhao states that among members of Krampus, only the boss could beat Phoenix. An experimental report reveals that Phoenix is unable to die: as her vitals decline, she draws upon concentrated Ether reserves to revitalize herself. She wears a white dress adorned with metal accessories featuring a single mysterious symbol—possibly connected to the origin of her abilities. The bottom line? Phoenix is a force to be reckoned with, and her lore only scratches the surface of her true power.

⚔️ Best Builds
Phoenix's build focuses on increasing her Anomaly Mastery and Anomaly Proficiency to boost the entire squad's damage output. Reaching the 255 Anomaly Mastery threshold on Phoenix gives the squad a 100% CRIT Rate for Anomaly DMG. To achieve this, players need to max out her Core Skills, have Anomaly Mastery as the main stat for slot 4 of her Drive Discs, and equip a W-Engine with Anomaly Mastery as its Advance Stat.
| Role | Main Stat Focus | Key Threshold | Why It Matters |
|---|---|---|---|
| Main On-Field Anomaly | Anomaly Mastery, Anomaly Proficiency | 255 Anomaly Mastery | Squad gains 100% CRIT Rate for Anomaly DMG |
🛡️ Best Teams and Bangboo
Phoenix works best as the main on-field Agent for full Anomaly teams. Remielle comes in for massive burst, while Velina provides additional damage from off-field. A Bangboo that boosts Anomaly buildup or Fire DMG rounds out the squad nicely.
| Team Slot | Agent | Role |
|---|---|---|
| Main DPS | Phoenix | On-field Anomaly driver, critical Attribute Anomalies |
| Burst | Remielle | Massive burst damage |
| Off-Field | Velina | Additional damage from off-field |
| Bangboo | Anomaly/Fire support | Boosts Anomaly buildup or Fire DMG |
🎯 Best W-Engines
Plume of Rebirth works best for Phoenix since it boosts her personal damage output and helps her reach the maximum Anomaly Mastery needed to achieve a 100% CRIT Rate for Anomaly DMG. Other W-Engines with Anomaly Mastery or Anomaly Proficiency advance stats are serviceable, but Plume of Rebirth takes the cake.
| W-Engine | Rating | Why |
|---|---|---|
| Plume of Rebirth | Best | Boosts personal damage, helps hit 255 Anomaly Mastery threshold |
| Any Anomaly Mastery W-Engine | Alternative | Helps reach threshold but lacks personal damage boost |
| Any Anomaly Proficiency W-Engine | Budget | Improves anomaly damage but not crit rate threshold |
📊 Best Drive Discs
Prioritize Drive Disc sets that boost Anomaly Mastery, Anomaly Proficiency, and Fire DMG. Slot 4 must be Anomaly Mastery to hit the 255 threshold. Players should aim for substats like Anomaly Proficiency, ATK%, and CRIT Rate where possible—but the main stat is non-negotiable.
| Slot | Main Stat | Substats Priority |
|---|---|---|
| 4 | Anomaly Mastery | Anomaly Proficiency > ATK% > CRIT Rate |
| 5 | Fire DMG Bonus or Anomaly Proficiency | Anomaly Mastery > Anomaly Proficiency > ATK% |
| 6 | Anomaly Proficiency or ATK% | Anomaly Mastery > Anomaly Proficiency > ATK% |
📝 Skill Priority
Maxing Phoenix's Core Skill first is a no-brainer—it enables critical Attribute Anomalies and grants survivability. EX Special Attack comes next for Perfect Blocks and Pyre consumption. The Ultimate is a game-changer for burst damage, while Basic Attacks chain Combustion Attacks for anomaly buildup.
| Priority | Skill | Reason |
|---|---|---|
| 1 | Core Skill | Enables critical Attribute Anomalies and survivability |
| 2 | EX Special Attack | Perfect Block, Pyre consumption, damage |
| 3 | Ultimate | Massive explosion, HP consumption, team switch |
| 4 | Basic Attack | Combustion chains, Pyre generation |
| 5 | Dodge/Assist | Utility and survivability |
🔥 Kit Overview
Phoenix is a peculiar Agent in the sense that her Core Skill enables any and all Attribute Anomalies to deal critical hits. This is done by inflicting Sear on enemies with Phoenix's attacks. The CRIT Rate and DMG of these Anomalies are fixed by default. Even Abloom DMG that she or any other party member causes can trigger critical hits!

True to her name, Phoenix's Ultimate completely consumes all of her HP to trigger a massive explosion. This then lets another party member quickly switch in, allowing them to deal their own bouts of Attribute Anomaly DMG. This state where Phoenix is incapacitated is known as the Wither State. During this state, she needs a bit of time to regenerate all of her HP.

Much like many other Agents, Phoenix comes with her own unique resource called Pyre. Certain attacks replenish her Pyre, and certain attacks consume it. Consuming Pyre causes Phoenix to throw her weapon at a target, dealing increased DMG!

A number of Phoenix's attacks are considered Combustion Attacks, which can be chained together one after the other. This makes for a very fluid combat style and can help trigger Attribute Anomalies more easily.

Phoenix's EX Special Attacks begin with a wind-up that causes her to dash backward. After the dash, timing the execution of the attack with an enemy's incoming attack can trigger a Perfect Block, negating DMG completely!

A unique quirk of Phoenix is that when she's about to take fatal DMG, she immediately restores 50% of her HP. Do take note, however, that this mechanic has a very long cooldown before it can be triggered again. It's a double-edged sword—invaluable in a pinch, but players can't rely on it every single fight.

🧬 Phoenix Materials
Phoenix's Attribute is Fire and her Specialty is Anomaly. As of writing before Phoenix's release, all characters of the same type have the same amount of required materials! If one has built another Fire Anomaly Agent, the farming route is a piece of cake. Expect to gather Fire Attribute Chips, Anomaly Specialty Chips, common ascension materials, and weekly boss materials.
| Material Type | Where to Farm |
|---|---|
| Fire Attribute Chips | Fire-themed combat drills |
| Anomaly Specialty Chips | Anomaly-themed combat drills |
| Common Ascension Materials | Open-world drops, enemy drops |
| Weekly Boss Materials | Weekly boss challenges |
🎮 Mindscape Cinema
Mindscape Cinema unlocks additional power for Phoenix, but details are best checked in-game after release. The bottom line is that each Mindscape level adds more punch to her critical Anomaly playstyle—worth considering for dedicated players.
